BURKE MOUNTAIN · CHECKED OCTOBER 12, 2026

How Do I Verify a Secondary Suite Before Buying?

Check three separate things: what the City allows, what was actually permitted and built, and what tenancy or financing obligations come with the property.

Direct answer

“Mortgage helper” is marketing language, not municipal verification

A listing can describe a suite without proving its zoning, permit status, construction history or tenancy position. Before paying for rental potential, match the specific address to City records and compare those records with the home you inspected.

The City says secondary-suite requirements are intended to address Building Code, zoning, health and safety, parking and neighbourhood impacts. The useful buyer question is not only “is a suite allowed?” but “is this suite documented and functioning as represented?”

1 · CITY

What is allowed?

Check zoning, land-use designation, site constraints and the City rules that apply to this address.

2 · PROPERTY

What was built?

Compare permits and inspections with entrances, rooms, services, fire separation and later alterations.

3 · FILE

What transfers?

Review the tenancy, deposits, notices, income evidence, offer terms and lender requirements.

Address-level review

Use current zoning as a starting point—not the finish line

Coquitlam adopted small-scale housing zoning changes in June 2025. The City says the framework can include secondary suites, garden cottages, carriage houses, duplexes, triplexes and fourplexes in eligible areas and zones. It directs owners to QtheMap to determine current zoning and land-use designation.

New permissions do not retroactively confirm an existing suite. Ask the City about available permit and inspection records, then investigate whether the present layout matches them. Burke Mountain properties may also require attention to slope, drainage, retaining structures, access and site-specific development conditions.

Buyer evidence checklist

Collect the property and tenancy file before subject removal

  1. Current zoning and Official Community Plan designation for the exact parcel.
  2. Available building, plumbing, electrical, occupancy and inspection records related to the suite.
  3. Floor plans and a physical comparison of entrances, kitchens, bedrooms, bathrooms and services.
  4. Professional inspection of visible condition and referral for specialized safety or construction questions.
  5. Signed tenancy agreement, lawful rent, payment history, deposit records, notices and dispute information.
  6. Written lender review of the borrower, property and proposed rental-income treatment.

Existing tenant

The tenancy normally continues after the sale

The Province states that selling a rental property does not itself end the tenancy. Once the property is sold, the buyer becomes the new landlord and the tenancy continues on the same terms unless a valid process changes it.

If the buyer or a qualifying close family member intends to occupy the unit, prescribed notice, timing, compensation and good-faith requirements apply. As of the Province's March 4, 2026 update, a purchaser-use notice is generated through the Residential Tenancy Branch portal, gives three months' notice, and cannot be made a condition of sale. Obtain legal advice before relying on vacant possession.

Deposits and closing

Transfer the landlord file—not only the keys

The Province explains that the owner at the time the tenant moves out is responsible for returning the security or pet-damage deposit. The buyer and seller may therefore need to address the deposit transfer in trust, tenant debts and closing adjustments in the contract and conveyancing process.

Record rents, deposits, notices and access arrangements before completion. Do not use informal promises to replace the required tenancy documents or legal process.

Mortgage connection

Municipal acceptance and lender acceptance are different reviews

A lender may use a rental add-back or offset and may request a signed lease, appraisal or market-rent opinion. The treatment can depend on owner occupancy, number of units, down payment, insurer rules and property acceptability.

Confirm the suite evidence early enough for underwriting. A mortgage pre-approval for the borrower does not guarantee approval of this home or all advertised rent.

Questions Burke Mountain buyers ask

Secondary suite buyer FAQ

How do I verify a secondary suite before buying a Burke Mountain home?

Verify the address through City of Coquitlam zoning and property records, obtain available permit and inspection information, compare those records with the actual layout, and review any tenancy documents. Do not rely only on listing language such as “suite,” “mortgage helper” or “unauthorized accommodation.”

Does zoning permission prove the existing suite was built with permits?

No. Zoning may allow a secondary suite or other small-scale housing form, but that does not prove the existing construction was permitted, inspected or completed as shown. Confirm both what is allowed and what was actually approved for the property.

What City records should a buyer request?

Start with the current zoning and land-use designation, then request available building-permit, plumbing, electrical or occupancy information relevant to the suite. Ask the City how to obtain records for the specific address and whether further authorization or a file search is required.

Should the physical suite match the plans and permits?

Yes. Compare entrances, kitchens, bedrooms, bathrooms, fire separations, heating, electrical work, parking and any later alterations with the available records. Use appropriate inspectors or contractors for condition and safety questions.

What happens to an existing tenant when the home is sold?

In BC, a sale does not automatically end the tenancy. The buyer generally becomes the new landlord and the tenancy continues on the same terms unless a valid notice or agreement changes it. Review the tenancy agreement, rent history, notices, deposits and any disputes before committing.

Can the seller promise the suite will be vacant on possession?

Vacant possession should not be assumed. If purchaser occupancy is intended, BC requires the applicable process, timing, good-faith basis and prescribed notice. The Province states that serving a purchaser-use notice cannot be a condition of sale. Obtain legal advice on the contract and tenancy steps.

Who becomes responsible for the tenant's deposit after completion?

The Province says the person who owns the property when the tenant moves out is responsible for returning the security or pet-damage deposit. The buyer and seller should address transfer of deposits in trust and any tenant debts clearly in the contract and closing adjustments.

Can advertised suite rent be used to set my buying budget?

Treat advertised rent as unverified until the lease, payment history, lawful rent, expenses and property status are reviewed. Keep the household cash-flow analysis separate from the lender's rental-income calculation.

Will a lender count all of the suite income?

Not necessarily. Lenders use different add-back or offset methods and may require a lease, appraisal or market-rent evidence. Owner occupancy, property type, down payment, suite status and the full borrower file can change the result.

What offer conditions can protect the buyer?

Depending on the property, conditions may address financing, inspection, City records, permits, tenancy documents and legal review. Dates must allow enough time to receive and assess the information; the exact wording should fit the transaction.
